利用德国复兴信贷银行贷款六盘水职业技术学院土建工程项目标段工程施工招标公告

INVITATION FOR BIDS

1. The People’s Republic of China has received a promotion loan from the Government of the Federal Republic of Germany through KfW (Kreditanstalt für Wiederaufbau) towards Liupanshui Vocational and Technical College Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.

2. CMC International Tendering Co., Ltd., acting for and on behalf of the Employer, Liupanshui Vocational and Technical College, now invites sealed bids from eligible Bidders registered and operated from within the People’s Republic of China and all countries which have regular trade relations with the People’s Republic of China to participate in the Civil Works of Liupanshui Vocational and Technical College. International competitive bidding will be conducted. This invitation for bids will be published in “German Trade and Invest” (www.gtai.de), Public Resources Trading Center of Liupanshui city (www.lpsggzy.cn) and China Procurement and Bidding Network (www.chinabidding.com.cn).

The Bidder shall meet the following requirements:

(1) The Bidder shall have: I. the Class B (or above) Certificate of Housing Construction General Contracting issued by Ministry of Housing and Urban-Rural Development of the P. R. China; II. acquired the ISO9001 certificate, ISO14001 environmental management system certification, GB/T28001-2001 occupation health and safety management system certification.

(2) The Bidder's net worth for the last three (3) years (2014 to 2016), calculated as the difference between total assets and total liabilities should be positive. The registered capital of the domestic Bidder shall be not less than CNY30,000,000.00, and that of the international Bidder shall be not less than Euro 4,000,000.00 equivalent.

(3) Minimum average annual construction turnover of EUR 12,000,000.00, calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2014 to 2016).

(4) The Bidder must demonstrate that it has access to or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than contractual advance payments to meet the following cash flow requirement is at least: EUR 2.5 million equivalents.

(5) Participation in at least three contracts that have been successfully or substantially completed within the last three (3) years and that are similar to the proposed works, where the value of the Bidder’s participation exceeds EUR4,800,000.00, or contract construction area reached 9,600.00 square meters.

(6) All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than fifty percent (50%) of the Bidder’s net worth calculated as the difference between total assets and total liabilities.

3. Any Joint-venture is not acceptable.

4. All of above mentioned bidders to participate in the Bid are kindly requested to contact the Tendering Agency to obtain Bidding Documents starting from August 15, 2017 till August 28, 2017 on website of Public Resources Trading Center of Liupanshui (http://www.lpsggzy.cn), upon non-refundable payment of RMB 3,700.00 or Euro 500.00 for each set of Bidding Documents. Upon written request of the Bidder, the Bidding Documents can also be delivered by a special courier at an additional payment of RMB 200.00 (destination within P.R. China) or Euro 50.00 (destination abroad).

5. Bids must be delivered to Public Resources Trading Center of Liupanshui, North side of Crane Viaduct, Zhongshan West Road, Liupanshui City, Guizhou province, P. R. China at or before 9:30 am on September 28, 2017 (Beijing Time). Delivered Bids received after this date and time will not be accepted and will be returned unopened.

6. Bids shall be opened at 9:30 am on September 28, 2017 (Beijing Time) in Meeting Room of Public Resources Trading Center of Liupanshui, North side of Crane Viaduct, Zhongshan West Road, Liupanshui City, Guizhou Province, P. R. China.

7. Only Bids received from Bidders duly registered with the Tendering Agency when buying the Bidding Documents will be accepted.

8. All Bids must be accompanied by a Bid Security of a stated fixed amount of less than EUR 96,000.00, and the relevant Complete Package bid price valid for a period of at least 180 days as from the final date of submission of the Bids.

9. The Tendering Agency will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10. The Bid shall be interpreted in accordance with the laws of the P.R. China.
